Digital governance for the modern workplace with Microsoft 365
The National Administration of the Principality of Liechtenstein (LLV) is pursuing the goal of clearly structuring digital collaboration across all organizational units, designing it securely and managing it efficiently in the long term. As part of the “LLV Modern Workplace” program, the administration is relying on modern Microsoft 365 technologies and a well thought-out governance strategy.
Together with Online Consulting, the Microsoft 365 Template Engine is being introduced to establish standardized processes, clear templates and a sustainable team and collaboration structure throughout the organization.
Initial situation: Modern administration with complex requirements
With around 1,100 employees in 42 offices and staff units, the Liechtenstein National Administration is one of the country’s central institutions. In addition to ministries, the organization also includes courts, the national police and diplomatic representations abroad.
This diversity places high demands on digital collaboration:
- Location-independent working across different locations
- Clear guidelines for team structures and communication
- Secure management of sensitive content
- Adherence to compliance and governance requirements
- Transparent and traceable digital processes
To ensure an efficient and future-oriented working environment, LLV consistently relies on Microsoft 365 as the basis of its Modern Workplace.
Goal: Structure and governance for Microsoft Teams and Microsoft 365
With the increasing use of Microsoft Teams and Microsoft 365, the importance of clear standards is also growing. Without defined rules, confusing structures, redundant workspaces and risks in terms of security and compliance quickly arise.
LLV is therefore pursuing a strategic approach: digital collaboration should not only be flexible, but also structured, rule-based and controllable in the long term.
A central building block for this is the introduction of a template engine that integrates governance principles directly into daily use.
Solution: Microsoft 365 Template Engine with the Online Teams Manager
Together with Online Consulting, the Liechtenstein State Administration is implementing the Microsoft 365 Template Engine based on the Online Teams Manager. This creates structured and automated processes that enable the standardized use of Microsoft Teams – across all offices.
The solution supports, among other things:
Automated creation and management of teams
Teams are provided on a rule-based basis to avoid uncontrolled growth and ensure a consistent structure.
Standardized templates and guidelines
Predefined templates ensure that workspaces are set up optimally – including governance specifications.
Lifecycle management
Teams that are no longer required are archived or removed, ensuring order, overview and compliance.
Guest access management
External guests receive clearly defined rights with transparent approval and control processes.
Seamless integration into existing systems
The solution can be integrated into existing platforms and environments, including Microsoft Dynamics 365, ServiceNow and the organization’s own Microsoft 365 and Azure tenant.
Added value: Sustainable digital collaboration in the public sector
With the introduction of the Template Engine, LLV is creating a future-proof basis for digital collaboration:
- Clear governance structures for Microsoft 365
- Standardized processes and templates for teams
- Greater efficiency and transparency in day-to-day work
- Improved compliance and secure data management
- Long-term scalability for modern administration
In the public sector in particular, traceability, security and structure are crucial – requirements that are consistently addressed by LLV’s Modern Workplace approach.
Result: Strong digitization project with a signal effect
The collaboration with the Liechtenstein state administration underlines Online Consulting’s claim to support public institutions with customized Microsoft cloud and governance solutions.
Numerous public sector organizations – including several Swiss cantons – already rely on this expertise. LLV will further expand this commitment in the public sector.
